Evaluation of the Impact-Linked Finance Fund for Education

In line with E+E’s efforts to promote impact-linked finance (ILF) and to have more evidence on its impact, an external evaluation of the ‹Impact-Linked Fund for Education› (ILFF EDU) and ‹ILFF Eastern and Southern Africa (ESA)› has been conducted and showed very positive results, despite their early stages. The ILFF enabled high-impact organizations (HIOs) to expand into high-impact but high-risk market segments, enhance their operational efficiency, and improve their impact measurement systems. HIOs made significant progress in reaching underserved populations, improving service quality, and enhancing income opportunities for vulnerable groups. Further, ILFF EDU and ILFF ESA showed strong additionality by addressing funding gaps and enabling high impact projects.
