Cooperation between Switzerland and NATO: The objectives defined for the period from 2025 to 2028

Bern, 18.12.2025 — Switzerland and NATO have defined the objectives of their cooperation for the period from 2025 to 2028. The Individually Tailored Partnership Programme (ITPP) is drawn up within the framework of NATO's Partnership for Peace (PfP), in which Switzerland has been participating since 1996. The agreed activities are in line with the Federal Council's intention to intensify international cooperation in security policy.

Switzerland has been participating in the Partnership for Peace (PfP) programme since 1996. The PfP provides the institutional framework for bilateral cooperation between NATO and its partner countries. It enables Switzerland to cooperate with NATO on specific security and defence policy issues based on jointly agreed objectives. This allows Switzerland to cooperate with NATO and its members in accordance with its needs and interests, and to contribute its strengths. In this way, Switzerland is able to strengthen its own defence capabilities and contributes to stability and security in Europe.

Cooperation between Switzerland and NATO from 2025 to 2028

The Federal Council determines the thematic priorities for cooperation with NATO in view of the ITPP. Within these thematic priorities, Switzerland and NATO work together to develop ITPP-objectives for a four-year period. The ITPP is not legally binding.

The ITPP for the period from 2025 to 2028 includes general objectives such as continuing political dialogue and improving the interoperability of the Swiss Armed Forces. The ITPP also contains specific objectives such as developing cooperation in the areas of space, resilience or arms control, disarmament and non-proliferation. Several objectives relate to strengthening interoperability, for example in the air force or communications systems. The activities are compatible with Switzerland's neutrality.

Intensification of international cooperation

The ITPP is a key instrument for intensifying international cooperation on security policy with our closest partners in Europe. International cooperation forms an essential part of Switzerland's security policy strategy 2026.The Federal Council also reaffirmed this intention in the 2022 supplementary report to the 2021 Security Policy Report.
